Surprisingly enough, Neptune is not well known in Roman mythology. But one thing is true. All references to Neptune and the modern association of the sea is highly misrepresented. The representation of Neptune and the sea was misrepresented as he is the god of water in agriculture...not god of water in the seas, hence her primary attack "Deep Submerge".

Sailor Neptune reminds me of a more advanced version of Sailor Mercury. However, she is extremely serious and dedicated to her mission. If it includes sacrificing her life and others, so be it she says.
For those guys who adore Michiru's beauty, it is disappointing that I must tell you that she has a lesbian lover (not that it's a bad thing of course!). But the surprising shock is that her lesbian lover happens to be none other than Haruka (Also known as Sailor Uranus). Their love is so strong, Michiru would sacrfice herself to protect Haruka.
Her primary attack is the Deep Submerge. The source of her powers come from the second talisman, the Deep Aqua Mirror. Her powers are equal to that of her partner Uranus. The only difference is that her powers deal with the water element while Uranus source is the element of space and earth combined.
